Legislative Update: Gov. Newsom signed SB 523 & SB 72, vetoed AB 681

Gov. Gavin Newsom signed two of the bills CVF supported in the 2019 legislative session, SB 72 and SB 523, and vetoed one bill, AB 681, supported by CVF.

Senate Bill 72, by Senator Tom Umberg (D-Santa Ana) allows voters in every county to conditionally register and vote at polling places on Election Day starting in 2020. For more details, see CVF's letter of support.

Senate Bill 523, by Senator Mike McGuire (D-Healdsburg) requires counties to notify voters who forget to sign their vote-by-mail ballot envelopes and help them submit a signature so their ballot can be counted. For more details, see CVF's letter of support.

These were two of seventeen election-related bills Gov. Newsom signed and highlighted in his October 8th news release. Unfortunately, Gov. Newsom vetoed AB 681.

• Assembly Bill 681, by Assembly Member Lorena Gonzalez (D-San Diego) would have required counties to notify voters of their party registration and presidential voting options before the March 2020 Primary. For more details, see CVF's letter of support.

In his veto message, Gov. Newsom expressed concerns about the costs involved in implementing this requirement.
